Make new bulkhead out of 1x treated lumber. Use the old one for a template if possible. Measure on the boat where the top edges of the bulkhead met the hull so you get the new one to fit exactly as the old one did. Otherwise, you’ll have problems getting your new stringers to meet up with it evenly.
